Removing flotation foam?

Is is legal to remove the flotation foam that is in my 1448 fisher all welded jon? If it is not then can i move it? I am needing to move weight as far back as i can in my boat to move back the center of gravity so that while my very large rear will not cause the bow of the boat to ride so low in the water while sitting in the front using the trolling motor!

I don't think removing the foam is going to help balance the boat. I just relocated my foam and the big 8x8x12 block weight nothing. the wind even blow it out of the boat. Can you move your seat back an inch or two? I have the same problem but in the stern.

Thanks for the opinion! i am going to try and relocate the foam, just wanted to make sure it was alright to remove it if neccessary! hopefully i will be able to fit it under the floor im about to start working on!
