    IMO: If the 12’s have sufficient load capacity, wait until they need replacing. Then decide. Keep them inflated to the correct level. I never have worn a trailer tire out, and have some 12C. Sidewall cracking on aged tires, is was usually cause the need for replacing.

    FWIW: I would not raise the floor 4" for the gas tank. That can be a significant COG change. Is there a lower profile plastic tank that will suffice? I think the aluminum would promote more water condensation, too. Was the OEM a couple of portable tanks?

    I like the specs of the Tohatsu 9.9HP. It has one hundred cc more displacement (over 50% more) than the 9.8HP and looks to be the same block as the 15HP.     The low hours for the age of the motor may indicate it sat for a while. The gas may have gummed up some part of the fuel system.

    Prop tweaking advice needed

    Are the two props from the same mfg, style, and type? While blades, diameter, and pitch are the primary drivers of performance, rake, material, and cup, etc, will alter results. I agree with Airshot it is going to be hard to find one prop that will be perfect for all loads.

    Transom wood question

    I agree, except for the oak. I used red oak on a transom and did not hold up. Warped badly and splits along grain. It did look good for the first couple of years. Plywood is the right choice.

    If you scrutinize our fishing pictures, you would see my son prefers the inflatable and I, a kayak life vest. The kayak vest allows for 360 arm movement.

    Timing

    Now, a timing light I do have and even know where it is! :D That was needed on the 350 Mercruiser. I'd guess it could still be used to find a missing cylinder. Now that I think of it, the rpm meter I used, is also the dwell meter. That is, if the function knob still works. :D
