Buying new unfinished aluminum boats?

I'd be surprised if anyone does due to liability. There are places you can buy the plans and aluminum sheet and make one yourself with the right tools. Probably costs ten times as much tho.

There are also custom boat builders. Like mentioned above, they would be more expensive than just getting a std boat & modifying it to suit yourself.
 
Weldbuilt sells versions that are not coast guard certified. You can get them as a bare hull with just the ribs and the few necessary stiffeners they would need on the rear corners/transom and bow.
 
I thinks its a who you know type of deal. I have built several practice boats for tournament guys in the past where they brought bare hulls and a "kit" of interior. No warranty and no CG tag. I finished them out, wired, and rigged with their gear.

All the ones I have done for myself started out as a standard complete boat, then gutted and re arranged.
