Where does this wire connect to??

I have a 96 Mariner 25hp tiller steer. I removed and rebuilt the carb and when I went to put it back together I cannot figure out where/how to connect the high idle wire/rod. Mine looked like the one in pic 1. There is no way to connect it like pic 2. The problem is that when the primer knob is turned it should increase the idle. The end on the right does move slightly but not enough to have an effect on the idle. The left end of the wire is just sitting in the slot with no firm connection to anything. Does anyone have one of these they can look at and give me some insight? The service manual does not show it at all.
