Was out fishing The other day and noticed at idle no water coming from P whole. Just off Idle water comes out. Could idle be too low. I do have to keep it off idle a little bit keep it running. But runs fine a WOT. Water comes out strong. One more thing the exhaust vents on lower unit looks like the have paint on them, when somebody painted lower unit. (Maybe not), I don’t know. Appreciate anybody’s help.

No water coming out at idle and plenty at WOT means it is time to do a water pump job. Regardless of idle RPM you should have water coming out the indicator. With an engine this old do yourself a favor and get a complete pump. OEM parts are by far the best. They fit vs close fit.
Secondly, those are not exhaust vents. They are thermostat relief slots. When running on a hose you can watch flow start in this area when the thermostat opens.
