Could a grounding issue cause fuse burn out

I just had to replace the fuse for the wire that runs from my car battery to the trailer hitch. I don't know what made me think about the fuse until I took the trailer tongue out from the trailer, it's a two piece trailer. I saw the grounding wire was smashed, ripped and torn with exposed wire.
Could that have caused the fuse to pop or just a coincidence.
 
You've got a fused hot wire running to your trailer connector? If so, you may have gotten the connector into the water, and that hot shorted to ground through the water, blowing the fuse.
