Smaller boats with 15 inch transoms are much more susceptible to swamping, I have seen a few boats 18-22 footers swamped on lake erie, one turned over but none of them sank completely because of the flotation. Sailboats are much more resistant to swamping than fishing boats, just more seaworthy...

I would agree with the other posters. You already have a lot of weight up front, 2 batteries, console, you, plus other stuff. Leave the gas tank in the back, having a portable tank in a compartment is not a good idea. I would suggest that you put that rear battery in a $10 box too, keeps stuff...

Personally, I would leave it alone. The water will drain over the rib and leave maybe a pint in front of a few ribs. That will not cause any flotation problem or swamping of course. I know it is annoying but drilling holes in ribs that low right where it needs the most strength may cause bigger...

Good for you. I also have a 48hp spl johnson. I like it a lot, had a couple problems when I first bought it, spark plug gap at 60 thou, carbs needed cleaning but that is all at that time. Yours looks way better than mine, I suspect mine may have been on fire at one point in its life. Tim
