Many wiring harnesses have extra wires for options, sometimes unused if that option is not there. Not sure on your boat, but if everything you have is working properly then they might be extras...
My harness has all kinds of extra wires mainly because my boat doesn't have any gauges. They are labeled on the outboard's wiring diagram (tach, tilt, etc).

If your boat only has a couple of loose wires then you are in good shape. Mine is a complete rats nest. Hope to clean it up when it gets some fresh paint and carpet.
Sure ... tell us the OB engine BRAND and then look up their wiring codes ... that'll tell you!
