    No. Analogy = wrong. Your analogy has the person DRIVING through Minnesota (with a rod in trunk), not fishing in Minnesota, therefor the "fishing" license SHOULD not and IS NOT required. That being true (which it is) then why shouldn't the same apply to the trailer.
