Outboard mounting- newbie question

Hello,
I recently bought a boat with a 9.9 honda outboard. I noticed that the outboard is only attached with the 2 handle screws located inside the boat. There are no bolts holding the outboard to the boat. It seems like there is no room to drill because the inside bracket to transom bolts are in the way. The inside brackets are spaced about a 1/2" off from the mounting holes on the outboard. How important is it to have the outboard bolted to the transom?
 
With a 9.9, don't worry about bolting it down.. if your worried about getting it stolen, use a bar style outboard lock.

My 30hp is only held on with the 2 motor screws. Ive hit bottom a few times,, wrecking props,breaking skegs,sending my lower unit out the water...hasnt come of yet. Check them once in a while and tie it to your boat.
