1978 BassTracker transom wood replacement

I recently purchased a 1978 16 ft Bass Tracker boat. The boat has been out in the elements for over five years uncovered and all the wood is bad. I have the marine grade plywood for transom cut out but do not see a way to replace it with removing weld at pan area at back of boat. Any suggestions on replacement without removing weld is appreciated...
 
It can't be done without cutting the weld. I have a transom project coming up this winter on the same type of boat. I have talked to a welding shop about how to cut it so it can be welded back together. I'm sure you have done this but do a search online and you will see how its done.
 
Thank you for responding, I assumed that would be the only way to accomplish replacement. That will be the way I proceed with the project..
