i have a 20 hp 1979 model mercury tiller. it hasent been ran in a couple years. i put fresh gas in and cleaned her up.. i started the boat just fine but when i pump up the bulb when it starts to get tight gas pours outta carb.. is this some kinda over pressure valve or something or do i have a problem with it?

You need to rebuild the carb or in the least disassemble it and thoroughly spray it out with carb cleaner.
Your problem is the needle/seat or the float.

thanks for the help. im gonna go out and order a rebuild kit today.ill keep an update on whats goin on with it because i know i will have more questions....
