My boat is setup for a long shaft motor, is it possible to put a jack plate on it and run a short shaft tiller?
 
Sometimes.
You would need a lot of set back to have enough room between the hull and the motor clamps. Then you might not be able to tilt the motor all the way up.

I have a 5" CMC manual jackplate on my short transom SeaArk 1542 with a long shaft Mercury 25. With the plate all the way up, it works just fine, putting the motor at the height of a short shaft.

Edit: reread and saw you were going the other way. Not sure how that'll work
 
I have a manual Jack Plate already and was thinking of switching motors with my father in law, only prob is the motor he has is a short shaft and mine is a long shaft :-/
