Please Help Me

I am trying to get the State of Delaware to lower the creel on Blackfish . These are slow growing fish and need help . The current regs are 10 fish a day . Delaware gets many people from out of state to come here every year because of the higher creel limits . Roy Miller has stated that the regs will stay in effect for atleast 2 more years and by then it may be TOO late . I am sure those who fish for Tog or Blackfish will want their kids and grandkids to enjoy this fishery as well . PLEASE help me .
