Unusual Rod

I am curious if anyone here has ever seen a rod with guides that are metal loops that are attached to the rod with a staple and float freely in either direction. I recently picked one up and no one has been able to tell me exactly what type of rod it is. The rod appears to me to be a spinning rod and is 6' long.

Hmmmm, looks like a mooching rod but at 6' it would be too short.
