What prep is necessary for painting

I'm going to repaint my jon back to original jon boat green. Was going to by the Parker's duck boat paint in the hunter green. What should I do to prep? If the original paint from the mfg is not really coming off, do I really have to strip? Do I need to use primer? Can I just pressure wash and degrease, then paint over?

Is there a better paint to be used other than the Parkers? Here is a pic of the boat and condition of the paint. Thanks.

PS - what's the best way to remove the old decals?

Clean it, sand it with 100,120 grit, degrease, prime it and then paint, it will last a lot longer. Just my opinion, others will probably give other advise. Don't know anything about Parker's, Interlux is the best paint I know of, but a lot more expensive. Decals can be removed with hair dryer or heat gun, (be very careful with heat gun).
