I have the same size boat and just upgraded my trolling motor from a 30 thrust transom mount to a minnkota edge 45/45 foot Control and it's amazing! Perfect motor for this boat it moves my family and I around the lake very well and that's including heavy front deck I built lol.

No you don't need it down to bare metal,just need to scratch the old paint up basically, What you did is fine and is ready to paint after dust and all that is cleaned up.

I have a 14 36 and it's awesome, built a front deck and it's really stable for me and my wife both 150-170 lbs also take my 2 young boys, I'm a bass fisherman so I stand up pretty much the entire time while I'm on the boat and I couldn't be more happy with it.
