If the center keel isn't really big, it probably won't cause you any problems. I once had a 1750 Duracraft that had a center keel so big that the drain plug was located in it. It did cause cavitation. I put a spray plate on it and it helped a lot, but it still caused cavitation at times.

CrowleyMarine.com and Boats.net are good places to shop for parts. Crowley prices are usually a little higher than Boats.net but shipping is cheaper. eBay is a good place to find parts but I haven't found prices to always be lower than they are on the two places I've mentioned.
From looking at the schematics, the '97 and older Jet 45's use different carbs than the '98 and newer. The older carbs have the 6247 vent jet and the newer ones don't use then, but still have the threaded hole for venting.
You could be right about the hole being there for that jet, but the part I have is a plug. It doesn't have a center hole like a carb jet. That part isn't shown on the schematic for my motor so I guess they just left the hole open...
