Deflector issue in the head water jacket in a 31 year old engine?

18 year old 43lb Motor guide 12V, 27 month old East Penn group 31 AGM on a 1652 Weld-Craft/60HP Zuke. I have a volt meter on the battery. I lose 2-2.5 tenths of a volt for every continuous hour use on low speed.

I guess those numbers are off the freeze plugs. If the carb throat diameter is different between the 60/70 you might be able to use that as an indicator.

I would start considering a new prop, and I would highly recommend getting a tach before you do to help choose the right size. I could definitely see how that "Compromised" blade contributes to your ventilation issue in turns.
