I would try an 8" or 9" pitch to keep the motor in its powerband. If you go too high in pitch, the motor will be a dog, and you most likely will not be able to get on plane or have a decent holeshot.

I have a 6 gal. tank for my 1436 Tracker with a 9.5 HP Evinrude.

Its a 1972 9222M 9.5 HP. She runs like a dream. It was free to a good home from the guy I bought my boat from.

How old are the coils,points, and condensers in your 9.5? How do the plugs look? If the plug(s) are wet and fouled, you have an ignition issue. Something else to check would be the carb/ mag. sync. My Evinrude 9222 couldn't get out of its own way, before I reset that.

I don't see why you couldn't fabricate a knee out of aluminum square and angle stock. Attach it from the transom to the back of the bench with through bolts on the transom, and self drilling/tapping screws to the back of the bench. The knee could look something like this: [---------] [ ]...
