am looking to buy an 1986/1987 evenrude 9.9 from a guy , said hasent ran in eight years ,was going to do a compression test , but motor would not turn in nutral , is motor seized ????? he is asking 400.00 can probably get it for less , should i run the other way , or make an offer , thx.

ok, i have a 14 foot deep vee with a 35 hp. chrysler , but would like to swap it for a 10 hp. and keep my elec. start and steering console , do any small outboards have this set up ? thanks for the help .
