Tried to use both and neither of them work. Get an error message that it isn't correct.

I just purchased a 9.5 evinrude 9522m, compression is good, spark is good. Problem i have is that the thermostat cover is siezed up took the three bolts out and it won't come out. Any suggestions on how to get it out? Thanks James
