To me just from what you are saying your float is bad or getting stuck vacuum operated fuel pump is over powering the fuel needle/seat seal. Carb rebuild is what I would suggest for the symptoms you gave. The little rubber on the end of the fuel needle wears out and allows the bowl to flood over. Just had the same problem my self.
