That looks like the gel coat sepperateing. I would build an aluminum One it would be easy .

You could use 3m 08115 panel bond or maybe sems or lord fused panel bond.

Put plastic over the stripper so it want evaporate as quick.

I use PVC t joint that slides on to my seat pole then use a straight pipe then a 90 elbow . That way I can spin it to where I need it.

WIRE BRUSH IT GOOD CLEAN WITH ACID. YOU COULD THEN CUT A NEW PIECE & USE AUTOMOTIVE PANEL BOND TO GLUE IT ON TO OLD PIECE.
