Im looking to buy this motor but the posting says "Runs good high speed not so good low speed" any guru's out there know what this could be? carb? lower unit? motor itself fried? for the price i just want to know what im getting into. its a 1977 25hp electric start, tiller, johnson for 180$

Today i picked up 25hp johnson long shaft for 150$. i need to make something like what heavy-chevy has. anyone know what materials, thickness, how to mount ect. i have really no clue on how to do this. thanks for your help guys.
