1977 25hp Johnson

Im looking to buy this motor but the posting says "Runs good high speed not so good low speed" any guru's out there know what this could be? carb? lower unit? motor itself fried? for the price i just want to know what im getting into. its a 1977 25hp electric start, tiller, johnson for 180$

Carbs probably aren't set quite right, or the timing is off slightly (slow speed leads me to believe carbs). Plus, it is an older 2 stroke motor, and they are known to run like a champ at WOT, but don't really like to idle.

For 180, I would buy it, after completing a compression test and looking at the LU lube.
