1989 25HP Johnson throttle won't turn!!!

Hey y'all. I just recently had a problem with my motor and I'm stumped. I went fishing and powered out to the spot. We trolled around until dark and when I went to fire the motor back up, the throttle wouldn't move. It was completely locked up. I took the linkage off of the ball joint and the throttle handle will turn while its not hooked up, and the throttle on the motor will open and close when not hooked up. What could be the issue here? Thanks in advance.

Something from the throttle to the linkage is 'jammed' since you can turn the throttle without the linkage and adjust the throttle on the motor. There is something in the middle that is either jammed or stuck (rust most likely).
