If the overfill tube empties below the water line, will it still expel water when it gets that high?

It will be clean, but sometimes, well most of the time, the factory puts much more grease than needed and it can hinder the full performance a little. They do this because they dont know what kind of abuse the reel will go through, and they have warranties and stuff they have to fulfill.

On the underside of my boat where the knee brace on the transom is riveted...it leaks a little bit. This is due to me replacing the transom and having to flex the brace a few times to get the new transom boards in the back. What is a good quality fix to put on these rivets to stop the leaking...
