Im planning on redoing my transom with 1.5 x 1.5 aluminum square, Ive seen one person on here do this, and then welded the square together. My question is, having no access to an aluminum welder, can I rivet the aluminum square together instead? Obviously I am able to, but would it be strong enough, or "AS Strong" being riveted together as the sandwiched wood currently in place?

Yes, i will be sandwiching 1.5 x 1.5 inch aluminum square between the exisisting aluminum on the boat and a new sheet of aluminum. Instead of welding the joints i was wondering if i could get away with rivets?
 
I'd say if the aluminum is solid and the rivets are all the way through both pieces then it would be strong enough!
 
See if there is a college with a welding class that can do the welding for you.
