I think I can be above the fenders though..... fenders are 4" above the frame .... using 2x4 vertical bunks (3.5") and add on a plastic deck board for easy sliding and separation from the treated wood I should be above the fender height.
 
Have you considered lowering the fenders? I did that to my brothers trailer in order to be able to turn his bunks from edge mount to flat mount which made his boat ride lower and launch easier in shallower waters.
 
No I hadn't thought of that. How'd you do it?

I think mine are bolted to aluminum tabs which are welded to the frame.
 
I used a 4" side grinder to cut old welds, and just welded the fender mounts back on at a lower position that still gave enough tire clearance for bumps/load/etc.
