Is there a way to convert an out board motor so u drive it using a steering wheel?

If you know the boat and motor you can go to iboats.com and go to the boat manufacture's forumn and ask them what all you need to convert a tiller to a remote and steering wheel.

thanks another quick qusetion iknow absolutley nothing about electrical stuff sohow do you go about setting up a fish finder

Most fish finders have all that info in the operations manual.If you are buying used hold out for one with a manual.There not hard to install,but they are sensitive electronics,and can be damaged easily.
