Mini Jack Plate Question

I might be able to get a good deal on a 25hp longshat outboard here soon... only problem is that my boat has a short transom (16"). I was looking at the TH Marine mini jackplate, and wondering i anyone has had experience with them. Will this give me the 4 extra inches so a 20" shaft would work? See if this picture helps. I've seen the jackplates mounted higher, but I'm not sure I'd try that with a 25HP.

I only put that jack plate on to give my girlfriend more leg room in the back. Gaining 3 M.P.H. was just a little bonus. It was well worth the money, and easy to install.

Yo can go higher, its rated for a 35, be sure to put 3 bolts in each side.
