Motor shaft length

Is there a 'rule of thumb' for determining shaft length? I'm trying to price out a 9.9 or a 15hp for a 14 or 15' Jon. I figure it's based on transom height, but I'm still not sure if the prop should be fully below the hull or somewhere higher.
