Depends on which set of 70s controls you have. The 1970 - 1971 motors were hydro electric shift, and had the yellow plug and only a throttle cable, no shift one, so they aren't compatible with others. Pre '70 was regular electric, and had a green or black plug, and no shift cable.

Your 80s motor should have a red plug, which I KNOW extended back to 1978. However, I am 98% certain that the '73 - '77, though they were hydromechanical, used the red plug, and a cable for each the throttle and shifter.

So, if your 70s controls have a red plug, two cables, and don't say hydroelectric, or have push button shift, they will work.
 
I have a set hanging in the shop that I might let go of. Not sure yet though.

Sometimes you can find them on ebay, or a Johnson Evinrude repair shop may have a few sets laying around from fried motors.
