On a 2 stroke outboard: There are the two holes for oil. If I unscrew the bottom hole, if oil runs out, does that mean that there is no water in it? Will the water always be at the bottom?
 
If you're speaking of lower unit gear case oil,no.Water will usually set on top of gear oil.However,if the motor is ran with any amount of water in there, the oil will turn a cream color from the water.If in doubt,drain it out.Just check to make sure that your motor doesn't require a special oil or additives.I use a 50/50 mix of Hi-Tach and 90W gear oil.
