Would a 15 hp 1975 Evinrude be to much motor on a 14ft flat bottom.

That would be a perfect fit. I have a 9.9 on a 14' Duracraft and it is awesome. A 15 would be just icing on the cake.

A 15 would be perfect. My 1436 Tracker is rated for a 15 and that is what I have on it. It is sensitive to weight distribution when on plane and it sensitive to steering input so I suggest taking your time and going slow to start with, but that is common since that you probably already have. Get a 15 and happy fishing.
