Noob 'level' question

Okay, 'nuther noob question. On my old Lowe, I have the back floor cut and ready to work on the front deck. Because it's a narrow boat, I wanted to keep the deck fairly low for stability. Front end really ramps up, how do I tell what 'level' is? My thinking is to run the deck using the gunnel down the side as my level. I could put it in the water, but then depending on how things are balanced, it's going to float different every time out. Do you folks have a general rule for finding 'level' for decks?
 
I usually level the flat part of the floor at the transom left to right and fore to aft.Then I just keep the floor and decks level from there.
 
I'll take a photo I guess, if we're talking apples and apples then I'm after oranges. Somehting like that.

I left the old bench seats in. I took the center one, which was a live well and took the lids off it, cut a board to fit, hinged it, and ran my wiring for batteries into it.

Then I cut a floor for between the rear seat and the battery well/live well, and am gonna screw it into the thwarts.

Now I need a floor/deck for between the bow seat and the battery/live well. Well, the floor there slops upward a good bit, and I was wondering what to use to level my deck from? There's a gunnel down the side, Thought maybe I'd run it parallel with that. But then I'll really be mad at myself if I get it on the water and it slopes too far ahead or back.
 
on my boat, level on the water is across tops of rear and middle bench. the bow rises quite a bit above this level line.
