Question on testing my rebuilt carb

I should be able to test my carb by taking a clean fuel line and blowing thru it (I assume with my mouth) to check if the float and needle is working or not. Well i can't get air to go thru rights side up of up side down.

What's my problem?

most likely you didn't put the spring on the needle onto the float thus the needle is stuck in the seat causing lack of flow
