Trouble setting timing on evinrude 50 hp

Hi- first post here. Lots of good information. Forgive me if I missed this subject in my search. I have a new to me 1990 evinrude 50 hp. 2 cylinder. I'm working through the tune up, following the repair manual. I'm having trouble with setting the maximum spark advance. The manual calls for 19 degrees of advance at 5200 rpms. I've adjusted the spark control rod as far as it will go and I've only got to 14 degrees of advance. I tried it with the boat on the trailer in the water. I tried today with my wife driving while I hung on for dear life :shock: any help would be greatly appreciated. Thanks, Josh
