35hp johnson question

I'm new to tiller handled outboards but just picked up a 1652mt lowe with a 1995 35hp johnson (military outboard). The question I have is on the end of the tiller handle there is a round knob, what does that knob do? You can turn mine clockwise and counter clockwise but it appears to do nothing. I am just trying to figure out what everything does on this engine and that was the last thing to figure out.

It sounds like the idle speed knob. My 2000 25hp has one. I think it's clockwise to increase idle, counter clockwise to decrease. It isn't a drastic change, and if I remember, it takes a few seconds before the engine responds.

PS, If you know the model number, you should be able go to evinrude dot com, look under parts, and once you put in the year and hp, you can choose which model you have and find about any part you are unsure of.
