I am reworking an older boat with a 1996 Mercury 60hp remote. I am planning to replace the control cables because mine froze up on me on the last day of duck season. They work fine when its warm but get stiff when its cold. stiff enough this winter that the motor wouldn't shift from neutral.
Can anyone suggest a good brand of cables that will work well all year long - even down to 15 degrees.

I would recommend the Teleflex brand. Try spraying some silicon or teflon based lubricant/corrosion inhibitor on the ends of the cables so that it works its way inside. Make sure that whatever lube you use has a high viscosity like machine oil. Thicker petroleum based lubes like to gum up and attract dirt. Generally when cables freeze up it is due to moisture that gets inside and corrodes the wire, or when the moisture actually freezes solid in very cold weather. Good luck.
