Crack in transom

I noticed my transom is craking in the top rail where the corner braces are. I guess I need to get this welded up and maybe even some extra bracing. One side is a very small crack. The other side is a little worse. It goes from the corner brace, across the top and down the back of the transom about 1/4" (maybe total length of 1")

How much should I expect to pay to have a couple small cracks welded?

Is there an alternative to welding if I can't find someone close?

Welding is the only way to fix this. Drill a hole at the end of the crack, this will stop it from getting longer.
