HELP!! Replacing the cable drum pulley

The cable drum pulley in my minn kota foot controlled motor recently broke, and the cables went loose in the foot. I bought 3 new cable drum pulleys from Minn kota for .75 cents each (I figured i'd screw up). My first try seemed to work fine, but when I took it back on the water the cables pulled back out of the drum. I took apart my buddies motor and discovered the each cable has to wrap completely around the drum. The problem is that no matter what I do I cant get the cable slack enough to wrap it completely around then drum. I even pulled the cable tension adjustment screw completely out of the foot, but nothing works! Has anyone ever replaced the drum before and can give me instruction?!

PLEASE PLEASE PLEASE HELP ME OUT!!! I gotta get back on the water.
