Mounting a kicker bracket question

I need to mount a kicker bracket to the transom of my Alumacraft 1756 because the mounting area of the transom is not wide enough for my main motor and 5 HP kicker. The problem is I can only get at 2 of the 4 bolts from inside the boat to secure the nuts. The other two will be under the back deck with no access from the inside.

Any ideas on how to secure the other 2 bolts to the transom? Would a bolt anchor similar to the type used in concrete grip enough to hold in the aluminum transom?

Any thoughts?

I guess I'm not following, you mean weld the bracket to the hull? The bracket is stainless so I'm not sure if that would work?
 
Also if its a semi-permanent mount make sure you use a thin rubber gasket to keep the stainless and aluminum separated. If not the stainless will "eat" the transom
