ok where would be a good place to get used outboards for cheap?

That depends on how experienced you are with them. Smalloutboards.com has a good reputation for selling reliable motors in good condition at reasonable prices. But, there is no way I would personally buy one from them, as I can do all my work, including full rebuilds, at the house, so the majority of my motors are bought in non running, or poor running condition on Craigslist, and I go from there. Now, there can often be good deals on running motors found on Craigslist, but you have to know what to look for, otherwise you could get screwed for a reasonable chunk of change.
