Winch post question

I'm looking to order a new winch post for my trailer. The one I'm looking at comes in 60 or 30 degree. I'm not sure which way they measure the angle, from the post or the trailer tounge. I want the one that lays closer to horizontal to get my boat a little further up on the trailer. Which one would that be?
