Yea, on mine when rope is fully retracted there is about one turn of the spool against the spring, just enough to keep the recoil handle from flopping around.

When I was about 16, 1976, or so I was the one the neighborhood that fixed the broken recoils on the old Herth, Sachs, JLO, Rotax, and yes Tohatsu snowmobile motors. Oh, and those Briggs mower recoils also. Use minimum spring tension only enough to keep handle from flopping around. My recoil handle is from an old JLO sled motor I found in my archives.

Oh yea, water does drain, when running, out of the shift rod/housing. There is a grommet that goes there, mine is without grommet and works fine.
