I've seen guys use a 4 or 6, and while a smaller motor will push it, an 8 or 9.9 will do it easier and will keep your speed more constant on the windy days without constantly messing with the throttle.

I use a 9.9 to push my 16 foot jon boat when trolling. My boat is welded though and pretty heavy.
 
I've got a 5hp kicker on my 17' boat. Runs at 5.5mph at "cruise". It's not fast but it's plenty strong enough to keep the speed consistent.
 
I use a 9.9 or a 6 on my Starcraft MR180 which I think is the same basic hull as your 180ss.

The 6 is perfect for trolling on calm lakes.

The 9.9 is a LOT more authoritative on big water and in wind. And if you have it tuned to just turn over is great for trolling.
 
Having a little extra HP for the possibility of pushing against strong wind & current is a good thing. I had a 4 HP & the day came where I needed to go upstream in a strong current. It was painfully slow progress.

You can always put a lower pitch prop on to slow it down for trolling.
