Hey All, I have been lurking in the weeds for awhile. here is the scoop. I was given a 1957 Cadillac 15' v-bottom with a 1968 40hp Evinrude. sounds great so far problem is ALL of the wiring on the motor needs to be replaced. The question here is should I replace the wiring to find out if she will still run. Any and all info is much appreciated
 
I'd say start with a compression test.
You should be able to jump the starter to do this.
I don't know what readings should be, but someone will chime in.
They should be close to the same maybe 10% diff at most.

Totally agree on compression test. I'd also check the lower unit oil for water intrusion, confirm it shifts into F/N/R freely.

If all/most of the electronics (power pack/coils...) need to be replaced its probably not (financially) worth working on even if the powerhead has good compression. If you like working on small motors, or it has sentimental value it could probably be brought back to life.
